Another 15% was determined by the recruiting outsourcing services. I analyzed the recruiting services and compliance offerings, including background checks, reference checks, new hiring reporting, and candidate experience offerings.

Customer support accounted for 10% of the overall weighted score. I scored this category by researching user reviews regarding customer support experiences, support channel options, and customer service hours.

It earned a 4 out of 5 or better in every category except support, where it earned a still-impressive 3.75 rating. Most of the services that I reviewed had a clear standout feature and a weaker area or two, but Deel offers an excellent technology platform and well-rounded HR outsourcing services. 

I also found Deel to be very well-equipped to address the current and future needs of many organizations. Offerings like global hiring outsourcing, equipment management for remote employees, and employee engagement tools do directly speak to many of the biggest HR focuses and concerns of the modern era.

The platform runs payroll in over 100 countries, but you can also outsource your domestic and global HR functions with the company’s PEO and EOR offerings. Its PEO service is designed for companies within the US, while its EOR service offers global hiring, compliance, and payroll support.

Along with expert support, PEO and EOR customers can also access Deel’s software platform. One thing I particularly liked about Deel’s platform is how customizable it is. There are over 100 integrations to choose from, but you can also create your own with Deel API. Having your tech tools work together provides a smoother experience, so these integrations enhance Deel’s already intuitive platform even further.

Deel provides comprehensive and easy-to-use tools for processing or approving payroll, tracking compliance updates in different regions, managing IT and equipment needs, and engaging your team. With Deel’s PEO and EOR service, they’ll also handle the compliance matters associated with legal updates and payroll concerns.

Compliance outsourcing services

Deel offers expert support in local, state, federal, and even global compliance. Deel’s in-house experts can advise on a wide variety of legal concerns, including EEOC, ADAAA, ADEA, FMLA, COBRA, and CRA compliance. 

They can even help you build a compliant employee handbook and policies or draft compliant contracts and documentation. Additional compliance and risk management tools like employment practices and liability insurance and sexual harassment and discrimination training are also available.

Global HR outsourcing

Deel can also help you outsource global HR tasks, including global payroll, benefits, hiring, and immigration matters. Many of the vendors on this list focus primarily (or exclusively) on domestic services, but Deel has solutions for both US-based and global companies.

Deel can help you run payroll in over 100 countries and offer benefits like health insurance to international employees. While my top overall pick, Deel, also offers excellent compliance support, TriNet offers a wider range of compliance outsourcing service options. Deel and many other vendors on this list offer great compliance tools for PEO customers. TriNet offers compliance tools through a PEO model, HR outsourcing packages, and one-time audit packages.

TriNet offers a wide range of HR outsourcing services, including ASO and PEO services and one-time audits. One standout area of TriNet’s services is its industry-specific advising. If you’re operating in an industry that has specific HR concerns, such as advanced compliance requirements, TriNet’s industry experts can provide more informed and tailored advice.

It also offers very thorough employment practices, risk management advising, and claims handling. They give proactive claims prevention advice, mitigation support, and coverage through employment practices liability insurance.

TriNet’s HR outsourcing services work alongside its HR software platform. While the platform looks a bit outdated—as newer programs tend to use more color on their dashboards and navigation menus—it still offers comprehensive features to support various HR activities, including payroll, benefits, and employee self-service.

TriNet’s HR advisory service allows business owners to get help from HR experts in navigating tricky employee management and compliance issues such as:

Having around-the-clock access to good support is important for new businesses because you’ll likely have more questions and need more assistance as you begin navigating new HR processes and systems. 

There is also no setup fee, and it offers transparent, reasonable pricing, which is also helpful for new businesses on a budget. Justworks earned a 4.63 out of 5 on benefits, making it tied for the top score in the category. Its PEO and EOR customers can access a wide range of benefits, including:

The prices are also in line with what other providers are charging for PEO and EOR services. I do like that there is a cheaper basic plan available for businesses that don’t want to outsource benefits, but need help in other areas such as payroll and compliance.

ADP has been in the business of HR services and software for a long time. While many of our top picks on this list are newer companies, ADP has been around since 1949. The company offers a wide range of services, both on the HR outsourcing front and through its software products. 

On the software side, ADP offers all of the standard HR features, such as payroll, benefits administration, and employee onboarding. Its platform can have a bit of a learning curve and feel a tad less modern than some of the newer software options, but its functionality is solid. 

In terms of HR outsourcing, ADP offers several different options to choose from depending on your organization’s needs. While the lack of publicly available pricing tiers can be a bit frustrating if you’re shopping around, it does make sense, given the large variety of services offered by ADP and the way that it tailors its offerings to your organization’s needs.

Rippling offers a PEO option for companies that want access to its health benefits plans and worker’s compensation coverage. This service runs as a co-employment option, meaning that your company and Rippling share employer responsibilities. Rippling’s PEO can handle benefits, payroll, and various compliance practices. The company also offers an EOR service, which, like Deel, can support international hiring and payroll. You can also set up custom payroll automation to notify employees or payroll admins when needed.
