The best free applicant tracking systems (ATS) give users all the basics to find top talent and nurture them through the interviewing process from one central location. 

I reviewed seven ATS platforms to land on the top five free ATS providers for small- to mid-size businesses. Here are the providers reviewed in the final top free ATS list:

Why you can trust my advice

I have spent over a decade consulting small, medium, and large businesses on business technology. During much of that time, I specialized in reviewing and producing user guides on HR software, including ATS platforms. In doing so, I have tested dozens of software and have developed a feel for what works and what doesn’t for small- to mid-size businesses when it comes to HR software, including what products are best for specific use cases.

I used the following criteria to judge each software on this list, including its place and inclusion. In each category, scoring was based on our overall rubric that looks at several to a dozen features in each category. In addition, the rubric considered my expert scoring based on my first-hand testing of the product. I also compared each provider against top competitors to determine its best use case while considering its strengths and weaknesses. 

Candidate sourcing and management: 30%

For this criteria, I honed in on each software’s ability to source top job candidates and successfully nurture them through the recruiting and hiring process. To do so, I looked at whether the platform offers the ability to customize the process to each company’s needs. I also looked for features that make decision-making easier, such as robust reporting, automated workflow alerts, and candidate match scoring.

Pricing: 25%

When scoring each provider for pricing, I primarily looked at the ATS’s free plan, including if it offered critical features such as resume parsing and extra features such as third-party integrations and social media job postings. I also considered the value offered for the price point in each software’s paid-tiered plans.

Platform and interface: 20%

I tested each software to determine its ease of use and efficiency. In doing so, I looked for a clean interface that was easy to navigate via properly placed links, menus, and action buttons. I also looked for step-by-step processes that were intuitive and easy to complete within the platform. Finally, I considered how easy training a team in each platform’s usage would be.

Support: 15%

To score each provider, I considered the channels, hours, responsiveness, and knowledge level of its customer service team. I also evaluated each provider for helpful tutorials and live training options.

User scores: 10%

This criteria takes into account how users rate the software on popular user review sites like G2, Capterra, and TrustRadius. In doing so, I considered the software’s star ratings on each platform, in addition to the number of reviews listed.

Why I chose MightyRecruiter

MightyRecruiter is an all-in-one and completely free platform that tracks candidates and gives you tools to recruit them from diverse channels. This includes email, social media, and job posting sites. There is no limit to the accounts you can set up, candidates you can process, and users you can add to your accounts. Each account also comes with collaboration tools that allow you to communicate with candidates and share their scores and notes with your hiring team.  

MightyRecruiter also lets you source candidates from its database of over 21 million resumes. When doing so, you can filter for specific search criteria like location and job experience. After, you can save resumes into candidate profiles for future reference and use. From their MightyRecruiter profile, you can email candidates of immediate interest and invite them to apply for your job.

Another means of candidate sourcing with MightyRecruiter is through a free and customizable career site. On your branded site, you can post all of your open roles, and candidates can apply there. Candidate applications and resumes are automatically entered into MightyRecruiter for your or your hiring team’s consideration.  

MightyRecruiter is an all-in-one free recruiting software with an ATS. It has over 30 years of track record in building leading technology-based recruiting companies. Its leaders have had experience creating recruiting software for companies such as ADP, SmartRecruiters, and Monster. As a company, it aims to provide a leading recruiting automation platform at no cost. It currently has candidates from over 9,000 locations and allows clients to post jobs in 54 places for candidates to find and apply to them.

Please keep in mind that we were not able to test any of these solutions. When we tried to sign up for a free account, we were repeatedly taken to a page that sai, “registration is currently suspended.”

Some key features I’d like to call out within MightyRecruiter’s offerings are its resume database, candidate communication tools, and industry-specific solutions. 

Resume database

MightyRecruiter offers a database with over 23 million searchable resumes. To help companies find fitting talent, it gives ample filtering options, including: 

  • The commuting distance based on the candidate’s zip code.
  • A resume’s last activity, such as the date it was last edited.
  • Years of work experience.
  • Work history.
  • A job’s educational requirements.

Once you’ve applied appropriate filters, the system will match you to resumes and highlight the most relevant ones. It also allows you to revisit favored candidates from other searches you’ve done around past company job openings.

Candidate communication

While MightyRecruiter offers tools that allow candidates to find and apply for job postings on their own, it also offers tools to reach out to candidates you hope will apply. For example, the MightyRecruiter resume database allows you to send an email to a candidate once you’ve found one you’re interested in. You can also ask them to apply or begin an email-based recruiting drip campaign. In addition, you can create an email within MightyRecruiter to reach out to past candidates you’d like to apply to new open roles. 

If you frequently hire, it’s easy to scale this communication process through MightyRecruiter’s templates. For example, it offers templates for inviting candidates to apply and sending a phone screen invitation to them. You can also customize these templates to your business needs and use cases, then save them for repeated use. 

Industry-specific solutions

MightyRecruiter offers industry-specific solutions to meet the unique needs of your business. For example, it offers a job post board targeting to surface relevant candidates based on industry. Alternatively, you can ask MightyRecruiter to help you write an industry-specific job post template. These solutions are available for the following industries:

Why I chose Zoho Recruit

I chose Zoho Recruit for its intuitive and affordable candidate management tools. Its Forever Free plan offers a free career site where you can invite potential candidates to learn more about your company and apply for jobs. I particularly like how the site’s features help companies manage candidates even before the latter reaches out. For example, candidates can use filters to ensure that the jobs they apply for suit their experience and skills. Plus, the company can also publish its values on its career page. Doing this helps cut down on candidates who aren’t likely to succeed before they even apply.

In addition, for an affordable add-on fee, you can tap into features that further streamline internal candidate management, including automated task assignments and alerts. Using this feature, custom email templates are sent out each time an alert is triggered, offering relevant details that keep everyone on track. To further ensure your team is poised to offer an efficient and positive candidate experience, the software also offers multi-personnel interview scheduling and coordination tools, including feedback notes for each stage of the interview process. 

Overall, during the testing process, I found the software intuitive but not that simple to use. With its advanced features, it offers platform training within the user account. For example, you can view videos on how to set up your account and customize it to your company’s needs from the welcome dashboard. On each page, you can easily find buttons and links to guide you to the next steps. 

Zoho Recruit is an internal hiring and staffing agency software designed to produce a positive candidate and recruiter experience. It is used by over 8000 businesses globally, including Deloitte, Scientific Games, Bosch, and PWC. It has also served as a market leader for over a decade. 

Zoho Recruit offers an ATS, automated workflows, integrations with free and premium job boards, the ability to match candidates to the proper skills needed in open jobs, hiring analytics, and internal candidate management tools. In addition to its free recruitment software, it offers three paid plans with more advanced and enhanced features.  

Zoho Recruit provides tools to help you streamline candidate management, including a custom and filterable career site, interview scheduling tools, and workflow alerts. Here’s a look at each of these features. 

Career site

Zoho Recruit allows you to create a free, no-code, and custom career site that candidates can visit to learn about open roles. On the site, you can list open jobs and give candidates a glimpse into what it’s like to work with your company, including your unique value proposition. To further customize, you can choose your favorite layout, theme, and branded colors. Once you’ve designed your career site, you can create a custom, branded site domain.

Visiting candidates can peruse job listings and then access an application on the site. You can also customize these applications and select mandatory and optional fields based on your needs. 

You can also choose from three templates to display your job openings. Such templates offer filters so candidates can search for job openings by type, location, required experience level, keyword, and other available criteria.

Interview scheduling

Zoho Recruit allows you to schedule phone, in-person, and video interviews. While you must pay extra for its video interview solution, scheduling is free. The platform makes it easy to schedule interviews with managers, candidates, and other stakeholders. Once you’ve selected all participants, you can collaborate across your hiring and HR team to provide interview details, candidate information, and team-member feedback in preparation for the interview. 

The software can also help you track candidates throughout the recruiting process. This includes viewing interview stages, feedback at each stage, and which candidates remain as top considerations. The interview module, for example, provides data on the number of applicants in the pipeline, the number of applications, the age of the job, and time-to-hire trends.

Workflow alerts

Workflow Alerts is an add-on module in Zoho Recruits. You pay $5.75 per 250 alerts, making it very affordable, even for small teams. You can create recruiting alerts and notifications for relevant team members via SMS or email based on set triggers. 

For example, you can create a trigger when a candidate record is edited or deleted or when a specific field is updated. Alerts can even be set for when specific tasks are created. When this happens, an email template is sent out to all recipients to notify them of the change. These alerts allow your team to manage candidates efficiently and responsively.

Zoho Recruit offers a Forever Free plan, in addition to three other relatively affordable deals compared to other providers on this list. With its free plan, you can manage one active job and engage and interview candidates for it. However, many other providers on this list offer more robust free plans with features such as unlimited jobs or branded career portals. 

As such, Zoho Recruit is not the best option if you want to continue under the free account indefinitely. Loxo or MightyRecruiter may be better options for that case. However, if you eventually want to access more advanced features for an affordable paid-tier price, Zoho Recruit is a solid choice.

Why I chose Breezy HR

I chose Breezy HR for this list because it offers some free features that alternatives do not offer. This includes:

  • A branded career site.
  • Focus on GDPR compliance.
  • Features that focus on diversity, equity, and inclusion (DEI).
  • Bias reduction in the job posting and hiring process. 

However, I was particularly impressed by its highly customizable free career sites. It allows you to tailor all its features, connect the job site to your website domain, or even embed the same onto your company website. Furthermore, it offers a free employee referral website you can use to attract more talent, such as the top talent you already have. In doing so, you reduce job posting costs, such as the cost to post to premium job boards. 

Uniquely, Breezy HR provides add-on tools for free plan users to customize the plan’s functionality. You can, for example, add a tool that allows you to remove candidates’ names, photos, gender, and other types of identifying information that could lead to hiring bias. In addition, its candidate matching score add-on allows you to reduce hiring bias by leaning on AI to match candidates to your open roles. 

Breezy HR is a recruiting, applicant tracking, and hiring software that offers free and custom pricing. Notably, even its free plan offers tools to help you automate processes such as GDPR compliance, DEI hiring goals, and bias reduction in your hiring processes.

In addition, Breezy HR’s Perform software offers tools to help you set employee goals, provide feedback, set up and perform check-ins, and manage review cycles. While we won’t focus heavily on this tool in this free ATS guide, plans for this Breezy HR software also start at free and go up to $249 per month. 

Some key features in the Breezy HR free plan include a branded career site, GDPR compliance and automation, and job board selection and posting. Here is a closer look at each. 

Branded career site

In Breezy HR’s free plan, you get a free customizable career site. It gives you tools to post jobs for people who are interested in working for your company. The site is automatically mobile-optimized and allows you to add your branding, plus other more advanced customizations. In addition, you can host the career site on your company domain so it appears to be part of your website and is easily accessible to your website visitors.

If your company already has a career site or page set up on your website, you can use Breezy HR tools to embed open jobs on your career page. Jobs are automatically listed there from the Breezy HR platform once you’ve set up the embed widget. Plus, you need no coding experience to do so. 

GDPR Compliance and Automation

Breezy HR offers a GDPR Compliance kit in its free plan. It is a suite of automation tools to help your company stay legally up to date with no effort on your behalf. This is especially appealing for companies looking to hire talent abroad, especially from countries under the European Union. 

In addition to easy-to-use and automated compliance tools, Breezy HR offers reporting and notification tools to help you stay on top of team management around GDPR. For example, it helps you track candidate consent statuses. You can customize your consent fields in your application and provide the link to your privacy notice to candidates. You can even save templates for different use cases. In addition, the platform takes care of consent on third-party job boards—a feature some alternative ATS providers don’t offer. 

You can also respond to your GDPR obligations through the platform. For example, if a candidate asks for all of their data, you can gather all of their relevant documents and send them to the candidate from the Breezy HR platform in just a few clicks.

Job boards

Breezy HR’s free plan allows you to publish your open roles to over 50 job sites. This includes job boards such as ZipRecruiter and Indeed and social media sites like LinkedIn. Further, you can post jobs to all locations with a single click. It also allows you to pay for and post to premium sites even from your free account. 

Notably, Breezy HR allows you to post to DEI job sites. In doing so, you can easily meet your diversity-in-hiring goals.

Breezy HR is one of the best on this list of free ATS with its robust free plan. Unlike some providers that I evaluated, it does not hold back on extra features like resume parsing and a branded career site in its free plan. However, if you need to upgrade to a paid-tier plan to manage more candidates than are offered within the free plan, expect to pay more for Breezy HR. For example, Jobsoid’s paid plans range from $59 to $299 per month, while Breezy HR’s range from $159 to $439 or higher per month.

Why I chose Loxo

I chose Loxo’s ATS for this list because it uniquely combines customer relationship management (CRM) and ATS software to create a streamlined and positive candidate experience. For example, you can easily access contact information from your candidate’s Loxo CRM profile in your Loxo ATS. This makes it easy to reach out to candidates when job openings match their descriptions. 

Both of these software are offered for free under Loxo. Notably, its free plan also includes a hiring manager, client portal, and resume forwarding to ensure recruiters can act quickly to create a responsive candidate experience. In addition, your activity and communication history are automatically synced in the Loxo platform, ensuring that both recruiters and hiring managers are on the same page about each candidate every step of the way.

Loxo is a self-proclaimed talent intelligence platform. It was started in 2012 by co-founders Matt Chambers and Ioia Cheishvili. Loxo has grown since 2012 to serve over 125,000 recruiters globally. Among its customers are Bank of America, Amazon, Cigna, and Ethos Biosciences.

It combines a sales CRM, an ATS, and a recruiting CRM, syncing all data between all modules to create a human capital management (HCM) system with advanced recruiting efficiencies. It also offers tools for sourcing talent and their contact information, engaging candidates, and nurturing them through your recruiting and hiring processes.

Loxo has many features within its free plan that enable a positive and efficient candidate experience. These include a recruiting CRM that syncs with the Loxo ATS, a Chrome extension that sources candidate contact information, and a plethora of candidate management tools that can help you connect with potential hires. Here’s a closer look at them. 

Recruiting CRM

Even in Loxo’s free plan, you can combine your ATS and CRM data to streamline and keep up-to-date data. The result is workflow efficiency. For example, if you’d like to make a profile in your CRM for a job candidate, you can import their data from your Loxo ATS in one click. You can then automatically add candidates to campaigns based on the stage they are in the recruiting process. From there, all candidate information input into the system through the recruiting process is automatically updated across your Loxo ATS and CRM. This data is then used to generate recruiting and hiring reports with real-time information. 

Chrome extension

Loxo’s Chrome extension helps you reach out to the candidates who best align with your job requirements. In doing so, you connect with top candidates who would otherwise not even know your role exists. Loxo does so by sourcing candidate contact information from LinkedIn, Indeed, AngelList, and GitHub. It then imports that contact information into your Loxo CRM and ATS. From there, you can communicate with your potential candidate, even adding them to recruiting campaigns based on their current status in your process.  

Candidate management tools

Loxo offers a list of candidate management tools within its free plan. These include:

With its ATS,  you can get a bird’s eye view of all candidates, including where they are in the recruiting and hiring process. From there, you can drag them into new stages as they progress. If you find a candidate in your CRM you’d like to engage, you can pop them into your candidate pipeline and start an outreach campaign—all within the Loxo platform. Your entire communication history will be available to you, including information on past roles your candidate was interested in, helping you to better match them going forward. Then, you can forward the candidate’s resume to the relevant hiring manager to take it from there and schedule an interview.

Comparatively, Loxo offers a great free plan offering. It includes not just a free ATS but also a free recruiting CRM platform. All data is automatically synced across both platforms to create a truly premium candidate experience, even when using its free plan. However, if you belong to some industries, such as the healthcare, technology, or security-clearance industries, you may find you would be better off opting for a paid Loxo plan.
